ICNL released 1000 copies of the ICNL book Taxation of Noncommercial Organizations. The
book examines the international principles underlying taxation of noncommercial organizations
(including economic activity of NCOs, tax benefits for NGOs, etc.) and selected international best
practices in the taxation of NCOs with analytical materials and excerpts from legislation from the
European Union, Hungary, Spain, the United States, and France. The publication was funded by
the Global Training for Development Project (GTD).
On May 28, ICNL in cooperation with Tax Standards Formation Fund (TSFF), ICNL conducted
an educational seminar on the taxation of NGOs and international organizations under the new
Kazakhstan Tax Code. The seminar was sponsored by the Global Training for Development
On May 17 18, 2002, ICNL, in cooperation with the Chamber of Tax Consultants, ICNL
conducted a two day educational workshop at Lake Issyk Kul on NGO taxation and accounting
and the proposed draft law On Amendments to the Tax Code of the Kyrgyz Republic. The
seminar was sponsored by the Global Training for Development Project (GTD) and was attended
by NGO participants from all regions of Kyrgyzstan.
On May 18, 2002, ICNL in collaboration with Tajik NGO Society and Law held a roundtable
for NGOs, parliamentarians, government officials, and law specialists on The Legal Aspects of
the Registration of Juridical Entities in Tajikistan: Problems and Perspectives that was sponsored
by the Global Training for Development Project (GTD).
On April 18 and May 27, 2002, ICNL in cooperation with the Dushanbe Civil Society Support
Center held two one day seminars on the "Taxation of Noncommercial Organizations in
Tajikistan" for NGO representatives from Dushanbe and other regions of Tajikistan. Both
seminars were sponsored by the Global Training for Development Project (GTD).
In May and June 2002, ICNL in collaboration with Tajik NGO Society and Law held a series of
seminars for youth and law students in five Tajik cities on the International Principles of NGO
Legislation that was sponsored by the Global Global Training for Development Project (GTD)
with contributions from the Norwegian Council on Refugees, a UNHCR affiliate. Trainings were
held in Dushanbe, Khujand, Kurgan tube, Kuliab, and Khorog.
